The simple fact that Iraqi culture cannot thrive with foreign boots on the ground escaped many supporters of the invasion of Iraq. Iraq is a predominantly urban society that was run for the past three decades by a highly centralized government. Starting with the embedding of journalists in the first Iraq war, which is still an intensely controversial issue, the second war in Iraq and later in Afghanistan saw the American military recruiting scholars and think tank experts to embed them in the military for much longer periods and then ask them to give an assessment of the war.
As we look at our many difficult options in Afghanistan, we should learn our lessons from mistakes made in Iraq, while also attending to the vast differences between the two countries. Yet foreign money continues to pour in, while the suicide detonations are echoed by B-52 bombs all over the country. This process will take decades, but that is no different than the current manner of military-led nation-building.
